What the number actually depends on
Berlin and Los Angeles overlap for at most 3 working hours a day, and only if one side starts at 08:00.
Daylight saving changes on different dates in the EU and the US, opening a 2-week window each spring and autumn where the usual offset is off by 1 hour.
