What this is about

Who grants it depends on what you touch. A city film office or public order office handles the street itself, a road authority signs off on parking suspensions and closures, and the police get involved once traffic is stopped. Stations, airports and shopping centres have their own house rules, and drones bring a separate approval chain. Applications need dates, footprint, vehicle list, crew size and insurance, and every city runs its own lead time. Producers therefore apply against the draft schedule and treat the permit as a dependency, because a refusal moves a shooting day, not a shot.

A term only helps when everyone on set means the same thing by it — so what follows is how it is used, not a dictionary definition.

What runs differently here

Where this differs from the general case:

• A permit covers public ground; a location release covers private property. Shooting a facade from the pavement can need both.
• Halteverbot signage usually has to be put up days in advance to be enforceable, so parking is applied for with the permit.
• Read the conditions, not just the approval: crew size caps, quiet hours and pedestrian access are where shoots actually fail.
